Project Overview
Effective district planning requires policies that reflect local history, the Treaty settlement context, and mana whenua aspirations. Meaningful engagement throughout the policy development process helps ensure the statutory planning framework appropriately recognises these perspectives.
Wikaira Consulting led the development of key components of the Hutt City District Plan Review relating to the Tangata Whenua, Sites and Areas of Significance to Māori, and Māori Purpose Zone chapters. The engagement approach was designed to make complex planning provisions easier to work through, using visual presentations and practical resources to support detailed, chapter-by-chapter discussion.
Our Role
Lead of engagement and wānanga with mana whenua, mātāwaka marae, elected members, and Council staff.
Engagement
Policy analysis, including review of Treaty settlement legislation, iwi management plans, and other relevant planning documents.

Research and development of narratives for Sites and Areas of Significance to Māori.

Preparation of draft district plan chapters, including objectives, policies, rules, and supporting Section 32 evaluation material.

Facilitated the translation of iwi aspirations into statutory planning provisions consistent with the Resource Management Act and National Planning Standards.
